Duties
Serve as Lead Strategic Recruitment Manager.
Plan, lead and administer the Civilian Recruitment Program.
Support Human Capital workforce initiatives by developing communications, marketing, recruitment and branding strategies.
Serve as the Lead for 15-20 Field Recruiters to prioritize work and ensure deadlines are met.
Interpret and communicate policies, programs and directives issued by higher headquarters and other authorities on recruitment, job opportunities and training.

Qualifications
To qualify for a Program Manager (Strategic Planning and Recruitment), your resume and supporting documentation must support:
Specialized Experience - One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the NH-04 level, applicants must possess one year of specialized experience equivalent to the GS-13 or NH-03 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing a civilian recruitment program for a government agency
Expertly applying different recruitment strategies to maximize hiring results
Identifying and applying appropriate federal hiring authorities
Forecasting, budgeting and expending funds to maximize program reach
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
