You will serve as the team leader for either the National Intelligence or Military Intelligence program for the Budget and Execution Branch of the Resources Management Department. This position is located at Marine Corps Intelligence Activity (MCIA).
Duties
You will develop and implement financial policies, procedures, and controls to ensure compliance with applicable laws, regulations, and standards.
You will conduct complex financial analyses and evaluations to support decision-making and resource allocation.
You will prepare and present financial reports, statements, and briefings for senior leadership, stakeholders, and external partners.
You will monitor and analyze financial performance against budgetary targets, identifying variances and recommending corrective actions as needed.
You will provide guidance and technical assistance to program managers and staff on financial management principles, practices, and procedures.
You will assist in the development and execution of the agency's budget, including budget formulation, execution, and reporting.
You will stay abreast of changes in financial regulations, policies, and systems, ensuring compliance and recommending adjustments as needed.
Requirements

- Must be determined suitable for federal employment.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period requirement.
- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Conduct financial analyses and evaluations, including budgetary analysis, cost-benefit analysis, and financial forecasting.
2. Prepare financial reports, statements, and presentations for a variety of audiences.
3. Interpret and apply financial regulations, policies, and procedures.
4. Perform accurate accounting, reporting, and utilization of allocated funds and manpower resources.
5. Well versed on all aspects of the formulation, presentation, justification and execution of an organization's NIP and MIP programs
6. Communicate effectively with stakeholders at all levels, both orally and in writing.
7. Work collaboratively in a team environment, fostering cooperation and consensus.
