The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. This position is responsible for the development, implementation, maintenance, or monitoring of an automated financial management system for ABMC and for serving as the principal liaison for financial accounting system software contractor(s), Applications' Services Provider(s) (ASP), and systems implementation consultant(s), as appropriate.
Duties
Serve as the overall system administrator and security chief for the Commission's financial management and accounting system and for internal control.
Integrate modules for payroll, personnel management, travel, project management, procurement, and budget formulation with the automated system, as appropriate.
Define, implement, and monitor transaction security requirements and ensure that they provide for audit trails.
Decide the priority for requesting modifications, coordinates computer software and programming support, studies the effect of changes on overall system operation, and screens recommendations for new capabilities.
Assist the CFO, regional overseas offices, field office accountants, and Commission managers by defining, implementing, modifying, and/or monitoring the nature and scope of activities covered by the accounting system.
Provide detailed data extraction files to the auditors, instructs regional offices on providing information to the auditors; reviews all information provided to auditors and prepares consolidated schedules.

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Individual Occupational Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (NOTE: You must upload your transcript)
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
Specialized Experience: For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: interpreting accounting, financial and information security policies, regulations, guidance and legislation; utilizing financial systems to analyze and classify financial events; interpreting financial data to determine the appropriate course of action to ensure compliance with regulatory guidance; conducting audits or reviews of business processes and IT systems to assess the adequacy of internal controls and compliance with standards, procedures and Federal law; and applying IT principles, concepts and practices sufficient to assess and evaluate general computer controls.
