You will serve as a ENGINEERING TECHNICIAN in the Resident Officer in Charge of Construction (ROICC), or Officer in Charge of Construction (OICC) of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will perform quality assurance surveillance of services to verify Performance Work Statement standards are met. You will determine large project requirements to coordinate the development of the engineering drawings or sketches for project implementation. You will advise higher-level management of problems involving the relationships of the operations. You will brief management to provide programs status, updates or other business information. You will compose written reports to sponsors and managers to convey program status. You will present research findings to senior leadership to recommend improvements to design or equipment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Preparing pre-award technical reviews of contract documents for Bid ability, Constructability, Operability and Environmental compliance on Design-Bid-Build and Design Build projects of varying difficulty and complexity; (2) Performing Field Quality Assurance duties on construction contracts; (3) Providing contract oversight on contractor Safety and Quality Control programs and (4) Fully functioning as an experienced and independent Quality Assurance (QA) Representative in the field of construction in the areas of Structural, Civil, Mechanical and electrical building systems.
