About the Position: This position is with HQ, US Army Corps of Engineers, Directorate of Military Programs, Interagency & International Services Division, Services Branch. It is being filled on a permanent basis at any of the grade levels advertised.
Management may select at any grade level advertised.
Duties
Manage broad and complex reimbursable support program work under diverse conditions.
Provide program guidance and reviews construction directives for reasonableness of cost, conformance with criteria, and compliance with policies and procedures.
Monitor high visibility projects through the review of reports, programming documents, construction directives, funds authorization documents, and other program material.
Identify and resolve problems relating to design and construction delays, excessive costs, and other technical problems.
Implement and administer the Army Management Control Process (MCP) for Directorate programs/resources.

GS-11 LEVEL QUALIFICATION
Specialized Experience: One year of specialized experience which includes: 1) assisting work leaders with the management of reimbursable support programs; 2) participating in the coordination of various Federal, private sector, and foreign government stakeholders to ascertain operational requirements and future plans; 3) identifying problems related to the design, funding, and execution of design and construction programs; and 4) assisting with administering various aspects of the Management Control Process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as construction management or project management. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-12 LEVEL QUALIFICATION
Specialized Experience: One year of specialized experience which includes: 1) supporting the management of complex reimbursable support programs; 2) communicating with various Federal, private sector, and foreign government stakeholders to ascertain operational requirements and future plans; 3) facilitating the resolution of problems related to the design, funding, and execution of design and construction programs; and 4) supporting the administration of the full scope of the Management Control Process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-13 LEVEL QUALIFICATION
Specialized Experience: One year of specialized experience which includes: 1) overseeing the management of complex reimbursable support programs; 2) representing the agency in planning, programming and review conferences with various Federal, private sector, and foreign government stakeholders to ascertain operational requirements and future plans; 3) resolving problems related to the design, funding, and execution of design and construction programs; 4) administering the Management Control Process to ensure programs are operating as intended and that resources are safeguarded from fraud, waste and misuse. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent; GS-09 to qualify for the GS-11 level, GS-11 to qualify for the GS-12 level, and GS-12 to qualify for the GS-13 level. *Please provide SF 50's that demonstrate 52 weeks of experience at the required level.

To qualify for this position at the
GS-11 level based on your education, education substitution, or combination of education and experience, you must have either completed the education requirement, or will complete this requirement, by the closing date of this announcement. If you will not complete this requirement by the closing date of this announcement, you will be rated as ineligible for this position.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 and GS-13 grade levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
