About the Position: Works under the general supervision of the Area Engineer who establishes overall objectives, and provides guidance on policy, controversial and precedent setting matters. Recruitment and Relocation incentives are not authorized.

Duties

This position serves as the senior office engineering specialist/disputes resolution specialist for the Area office. Applies a practical knowledge of contract administration principles and practices, as well as construction methods and techniques to accomplish assignments. Projects within the boundaries of the Construction Division support Civil Works and Military Construction programs, the Interagency and International program, and the Formerly Used Defense Sites (FUDS) program. The civil works program consists of a wide variety of projects from routine stream bank protection to the construction of fully developed flood diversion and protection structures. Military construction projects involve projects that range from repaving parking lots to construction of new and remodel/retrofit of building projects for upgrade of Army and Air Force facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Valid State-Issued Motor Vehicle Driver’s License.
  • Must possess and maintain, or have the ability to obtain and maintain, a warrant for COR authority.
  • Occasional job site visits are required. Field visits involve walking over rough, uneven, or rocky surfaces at the construction sites.
  • Incumbent must also be aware when work involves hazardous material or safe zones.
  • The use of personal protective equipment such as hard hats, steel-toed boots is required.

Specialized Experience GS-11: One year of specialized experience which includes providing construction contract administration for military or civil works construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Engineering or Construction. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: One year of specialized experience which includes 1) performing a variety of contract administration duties, such as preparing change requests and construction cost estimates for military or civil works construction projects; 2) performing field engineering duties to include quality assurance (QA) checks; and 3) reviewing contractors' proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Building and ConstructionCivil EngineeringWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
