Duties
SUMMARY: The primary purpose of this position is to assist with the oversight and coordinate specialized developmental care for children 6 weeks to 5 years of age in the child development program. To serve as a senior educational technician and provide support and guidance to appropriated fund (APF) employees, nonappropriated fund (NAF) employees, and other employees as assigned. Facilitates appropriate instruction for children in assigned areas of responsibility. The incumbent may be designated as the supervisor on duty, as needed, in operation of the center during extended hours and in the absence of the Assistant Director and/or Director.

- The employee must have experience, knowledge, or specialized training in childcare or early childhood education and familiarity with governing AF, ACC, and local regulations.
- Incumbent may be required to work in an uncommon tour of duty, including nights and weekends.
- Incumbent must complete physical examination and required immunizations for child care programs in accordance with guidance from the Advisory Committee on Immunization Practices (ACIP).
- Incumbent must complete all applicable courses in Virtual Lab School.
- May be required to perform other related duties as assigned.
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position, e.g., regularly drive passengers on tours or field trips.

Qualifications
CONDITIONS OF EMPLOYMENT CONTINUED:This position has been identified as having "regular contact with children". IAW AFI 34-144, DODI 1402.05 and section 13041 of Title 42, United States Code, Pre-employment screening will be conducted and preliminary suitability determinations made based on the following documents or checks of: Application and/or Resume, Optional Form 306, "Declaration for Federal Employment", DD Form 2981, Basic Criminal History and Statement of Admission, Installation Records Check, National Sex Offender Public Website check, Advanced FBI fingerprint check, and References. Final suitability will be determined based on results of Child Care National Agency Check with Inquiries (CNACI) and State Criminal History Records Checks (SCHRC). The DD Form 2981 requires annual certification and requires personnel to immediately report to their supervisor any incident that may invalidate their prior background checks and make them ineligible for contact with children/youth. Personnel will undergo a reverification every five years performed using the same investigations as required during the initial investigation.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems that demonstrates the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position including comprehensive knowledge of child development program rules and procedures extending training and experience to plan and perform a wide variety of interrelated child care assignments and resolve a wide range of problems. Extensive knowledge of early child development theory, methodology and practices relating to physical, intellectual, social and nutritional development to effectively interact with the children and adapt activities from OSD approved curricula as necessary for the individual needs of the child. Knowledge of child development program procedures to ensure processes such as receiving children from parents, maintaining accurate count of children, seeing children home at the end of the day are properly carried out. Ensure established procedures for preventing, treating and reporting all child injury, illness and/or abuse and neglect are adhered to.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of comprehensive child development requirements, policies, procedures and processes. Knowledge of appropriate early childhood guidance practices, techniques and programs.
Knowledge of physical, intellectual, social, emotional and nutritional stages of development of young children in applying basic child development principles, concepts, practices to perform CDC operation assignments.
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to adapt planned activities for children's individual skills.
Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space and proper management of equipment.
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Ability and skill to lead subordinate employees and foster effective working relationship with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
