About the position: This position will be assigned to the NAF Accounting Office, Schriever SFB, CO.
This position is Regular Full Time and does include benefits.
Position requires walking, bending and lifting items weighing up to 60 pounds.
Must possess a valid driver's license.
Duties
Serves as the focal point for all 50th Force Support Squadron (FSS) property management ensuring property control and disposal processes are consistent with AFI/AFMAN and local guidance.
Provides necessary training, guidance and technical assistance to serviced activity managers on regulations, policies, and procedures related to the procurement, distribution, handling, and disposition of equipment, supplies, and other material. Assists activity managers in managing and controlling all property items and maintaining an accurate Master Fixed Asset Listing (MFAL).
Monitors all property reports for activities to ensure accountable receiving is accomplished timely, paperwork submitted properly prior to entering into property database, and newly acquired accountable assets are permanently marked, labeled and signed by the appropriate property custodian.
Manages and conducts annual property inventories, ensuring all items are properly labeled and marked. Prints and monitors MFAL and provides managers with property labels for new and old property items.
Reviews and coordinates on APF and NAF Capital Requirements Budgets (NRB), all out-of-cycle NAF purchase requests and all five year capital requirements to ensure proper fund source is used. Initiates property custodian paperwork and ensures new activity manager conducts a property inventory of all items. Reviews and processes all NAF property additions, adjustments, transfers and disposal forms prior to submitting to Resource Management for approval. Manages and coordinates with activity managers on items submitted to government liquidators for resale.
Manages and monitors APF reports of survey and NAF inquiries and investigations. Assists Resource Advisor with APF Unfunded Requirement process and ensures proper fund source is used. Acts as Vehicle Control Officer (VCO) and focal point for vehicle support requirements for both APF and NAF vehicles.
Establish vehicle operating instructions for use, safety, control, inspection, and maintenance. Records vehicles in vehicle management system (VMS) and maintains vehicle records in SAIS even if vehicle has zero value. Ensures vehicle maintenance and inspections are performed and documented.
Ensures vehicles meet minimum annual mileage and compiles statistics from data requiring substantial analysis, interpretation, and development of new formats. Prepares and maintains a vehicle jacket folder for NAF/ DRMO vehicles per AFI. Conducts training to instruct FSS personnel on proper use, operations and safety aspects of vehicles assigned are followed. Reports and processes vehicle accidents and insurance claims according to AFI guidance and policies. Upon sale of vehicle, prepares bill of sale, title transfer, and other applicable vehicle information as needed.
Prepares annual budget for planned new or replacement vehicles in conjunction with activity managers. Performs other duties as assigned in accordance with contractual, functional and mission requirements. Performs follow-up actions on DRMO disposals. Ensures compliance with APF and NAF inventory procedures by conducting spot and periodic inventory reviews as required.
Researches APF and NAF equipment acquisition/management problems and resolves issues with activity managers or routes to the Resource Management Flight Chief with information setting forth findings and solutions. Assists with determining when property or equipment is serviceable or unserviceable prior to disposal by trade in, transfer to other NAFI' s, tum-in to DRMO or by NAF auction or sale.
Assists activity managers to determine fair market value for all eligible items to be sold. Establishes proper workflow plan, storage plans and security/safeguarding of equipment. Utilizes equipment such as pallet jacks, small forklifts, bar code scanners, etc., to move, stack and unstack, load and unload, position, and account for material. Operates equipment in a safe manner, complying with established safety rules and regulations. Develops a pilferable asset listing. Compiles special reports in response to audit, Inspector General (JG), and other requests.
Alerts analyst or supervisor of any discrepancies and gaps in reported transactions and statistics. Writes internal technical procedures, update manuals on policies, directives, reporting and informational duties in support of the organization's programs, functions and projects if needed to accommodate unique program requirements.

Qualifying Experience:
Must have experience that shows progressively administrative or technical work which has provided knowledge of supply and property management.
Must possess computer skills, spread sheet analysis, and data base creation. Knowledge of commonly used budgetary methods, practices, procedures, regulations and processes is highly desirable.
Must be able to enter data, correct and retrieve recurring reports and to structure and retrieve special reports.
Must possess strong English verbal and written communication skills.
Must possess a valid driver's license. Satisfactory completion of a NACI is required. Must possess skill in dealing with supervisors, workers, internal and external customers.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
