This position is located within the Capital Management Asset Office at the VISN/Network Level. This office has oversight responsibilities for organizational performance, organizational development and regulatory compliance for the Network as a whole. This office advises the 9 medical centers in the Network on matters related to these topics.

Duties

This position is Not to Exceed 1 year with the potential for conversion to a permanent appointment. The incumbent serves as an analyst by contributing to the collection and aggregation of data and data interpretation, which will ultimately impact the efficiency, effectiveness and compliance of the Deputy Network Director's program areas with emphasis on the Capital Asset Management/OSHA/GEMS/Energy/Fleet Programs and other Network-wide programs. The incumbent is an innovative problem solver with special ability to integrate overall knowledge of VA, VHA, VISN and medical center software and databases. The incumbent is expected to identify, develop and standardize mechanisms for data reporting and validation throughout the medical center for management use and strategic planning. The incumbent is responsible for planning, scheduling, conducting projects and studies, analyzing findings, and making recommendations on ways to improve the effectiveness of operating programs across the medical center. The incumbent may be expected to participate in work groups or committees at the medical center. The incumbent manages databases and reports for timely data review and validation of performance data to endure accurate reporting of results. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00 am -4:30 pm Monday-Friday Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists with the design, collection, compilation, research, validation, communication, formatting, display and analysis of various types of data and data management systems. Compiles reports, prepares spreadsheets, prepares presentations, tracks data and provides information. Manages databases and reports for timely data review and validation of performance data. Takes action to effectively solve problems before they have an adverse impact on the organization or other employees. Provides advice that is timely, responsive and accurate. Maintains appropriate rapport with internal and external customers to facilitate the accomplishment of the medical center goals and mission. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or a Bachelor's degree with superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the undergraduate level. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participate in projects that will impact the function of services in areas such as policy development and implementation, processes, automation, streamlining, program/service goals and objectives. Assists with the design, collection, compilation, research, validation, communication, formatting, display and analysis of various types of data and data management systems. Performs analytical and evaluative work associated with program activities across the Network. Compiles reports, prepares spreadsheets, prepares presentations, tracks data and provides information. Manages databases and reports for timely data review and validation of performance data. Serves as an analyst by contributing to the collection and aggregation of data and data interpretation, which will ultimately impact efficiency, effectiveness and compliance. Takes action to effectively solve problems before they have an adverse impact on the organization or other employees. Provides advice that is timely, responsive and accurate. Maintains appropriate rapport with internal and external customers to facilitate the accomplishment of the medical center goals and mission. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the undergraduate level. Physical Requirements: The work is considered primarily sedentary in nature, but will involve some walking, standing, bending, and carrying items such as books and papers.
