This position is located within the Deputy Inspector General for Evaluations, Space, Intelligence, Engineering Oversight Directorate. In this position, you will perform broad and complex oversight of engineering assessments, evaluations, or inspections of technical programs, policies, procedures, and function as a member of the either the Research & Engineering Division or the Space, Missile, and Nuclear Division.

Duties

Applies auditing experience and knowledge of the DoD Acquisition System during the lifecycle of an evaluation or assessment of complex DoD weapons system or facilities. Participates independently and/or as part of a collaborative team to perform broad and complex oversight of technical programs, policies, procedures, and functions for DoD systems engineering activities, weapon systems, or infrastructure. Interprets DoD acquisition, technology, and infrastructure policies and other standards in the assessment of complex DoD weapons systems and facilities for the purposes of oversight reporting and recommendations. Actively leads or participates and contributes to the planning and execution of technical oversight efforts, and prepares written products on the results, including well-reasoned recommendations, independently and/or as part of a collaborative team. Represents EVAL and the DoD OIG in dealings with DoD senior officials, the Government Accountability Office, and other Government agencies and outside organizations with respect to audit matters in assigned areas of responsibilities. Reviews management responses to determine whether or not corrective actions taken or proposed by management is adequate. Also evaluates management non-concurrences and ensures that the DIG EVAL position is defensible.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as non-critical sensitive. Incumbent is required to obtain and maintain a secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-11 level, you must have 52 weeks of specialized experience at the GS-09 grade level. For entry at the GS-12 level, you must have 52 weeks of specialized experience at the GS-11 grade level. For entry at the GS-13 level, you must have 52 weeks of specialized experience at the GS-12 grade level. Basic Requirements: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with 3 successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience: At the GS-11, you must have 52 weeks of specialized experience at the GS-09 grade level: Specialized Experience is defined as the ability to apply auditing concepts and methodologies, plans and carries out tasks assigned in order to assess complex DoD weapons systems and facilities for the purposes of oversight reporting and recommendations. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing DoD systems engineering activities, weapon systems, or infrastructure. Ability to write clear and concise evaluation products and assist in delivering written and/or verbal presentations to senior level audiences for decision-making purposes. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. OR Combination of Education and Experience: Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 hours leading to a Ph.D.) At the GS-12, you must have 52 weeks of specialized experience at the GS-11 grade level: Specialized Experience is defined as the ability to develop parts of project plans, execute parts of plans, gather and analyze data, assist in developing recommendations and corrective action, and assist in working with clients reviewed and other project stakeholders and participants within evaluations. Experienced in the execution of complex and comprehensive audits or performance audits. With assistance, applies auditing concepts and methodologies, plans and carries out tasks assigned in order to assess complex DoD weapons systems and facilities for the purposes of oversight reporting and recommendations. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing DoD systems engineering activities, weapon systems, or infrastructure. Ability to write clear and concise evaluations products and assist in delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Individually or as a team member creates draft memoranda, staff working papers, briefings, and parts of final reports for leadership approval. Assists in developing and presenting evaluation findings, conclusions, and recommendations to leadership. At the GS-13, you must have 52 weeks of specialized experience at the GS-12 grade level: Specialized Experience is defined as the ability to develop project plans, execute plans, gather and analyze data, develop recommendations and corrective action, and work with clients reviewed and other project stakeholders and participants within evaluations. Applies auditing concepts and methodologies, plans and carries out tasks assigned in order to assess complex DoD weapons systems and facilities for the purposes of oversight reporting and recommendations. Experienced in performing, directing, and advising in the execution of complex and comprehensive audits or performance audits. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing DoD systems engineering activities, weapon systems, or infrastructure. Ability to write clear and concise evaluation products and deliver written and/or verbal presentations to senior level audiences for decision-making purposes. Individually or as a team member creates draft memoranda, staff working papers, briefings, and final reports for leadership approval or reviews those prepared by other team members. Develops and presents evaluation findings, conclusions, and recommendations to leadership. Education

Substitution of Education for Specialized Experience: GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

There is no substitution of education for the qualifying experienceat the GS-12 and 13 grade levels.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
