About the Position: You will function as a Safety and Occupational Health Specialist with the Army Corps of Engineers, Nashville Engineering & Construction Division, Construction Branch. Providing consultation and expert advice to field office construction managers on safety and occupational health requirements, standards, and procedures.

Duties

Assist field office construction managers in planning and managing a comprehensive safety and occupational health program to eliminate or control the risk of injury. Inspect all construction project sites as required for compliance with the stricter of the two regulations, EM 385-1-1 and OSHA 1926 Construction. Provide support in implementing the medical surveillance program, the hearing conservation program, and the respiratory protection program for construction field offices. Visit project sites looking for unhealthy conditions, unsafe noise levels, problems where respiratory equipment would be required and potential problems with toxic chemicals exist. Investigate and provide written report on mishaps involving injury to contractor personnel or damage to machinery, tools, materials or equipment. Develop and provide technical safety training to Construction field office personnel using a wide variety of materials, publications, exhibits, protective devices, and visual aids.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a valid state-issued motor vehicle driver's license.
  • There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment. Permanent employees who accept a time limited appointment will be expected to sign a statement of understanding.
  • This position will be filled as a time-limited appointment. Federal employees who accept a time limited appointments will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes managing safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; inspecting or surveying workplaces; processes, products, or other systems to control or eliminate hazards which are typically in or related to this position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09); OR Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. You will be evaluated on the basis of your level of competency in the following areas: Compliance InspectionOral CommunicationRisk ManagementTechnical Competence
