About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command U.S. Army Counterintelligence Command Region 6 - PAC - JB Pearl Harbor Ft. Meade, MD.
Duties
Review budget submission data and necessary justifications to support current and multi-year budgetary requirements.
Serve as the subject matter expert and advisor, responsible for reviewing, studying and interpreting guidance and instructions received from the Command and assesses the impact on assigned programs and funding levels.
Revise operating procedures and policy related to the budget of direct and reimbursable funding
Provide staff guidance, training and problem resolution in areas of program administration and management, which includes the coordination of authorized charge limits, certification of card holders, as well as abuse of charge usage.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drugs prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position (See Additional Information).
- Must be willing to undergo and successfully complete a Counterintelligence-Scope Polygraph Examination and pass random examinations thereafter in accordance with Army Regulation 380-67, Personnel Security Program.
- All INSCOM employees may be subject to extended temporary duty (TDY) or worldwide deployment during crisis situations to perform mission essential functions as determined by management.
- Requires Temporary Duty (TDY) travel up to 15% of the work schedule.
- May be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
- Must possess and maintain a valid U.S. state driver’s license.
