This position is located in the Office of the Chief Financial Officer, National Finance Center Office of the Director in Washington, DC.
Incumbent is responsible for advising, managing, and executing business activities, critical support services, and long-range strategic planning across NFC.
Duties
Assists in the formulation of policies and positions dealing with sensitive and complex issues.
Advises leadership in determining organization goals, develops plans, formulates, defends and justifies personnel and financial resources.
Develops overall strategy for moving forward to support a virtual operating environment.
Develops policy, plans procedures and functional direction pertaining to strategic planning functions.
Assesses performance of programs.
Assists and provides expert advice in setting long range goals and objectives and translates objectives into specific projects.
Provides critical support services, advice and guidance to all elements and its field activities at various geographic locations.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: Experience advising, managing, and executing business activities, critical support services, and long-range strategic planning. Experience developing policies, plans, procedures, and functional direction. Experience determining organizational goals and assessing progress and effectiveness of programs. Experience using verbal and written communication to deliver presentations and briefings to internal and public audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-14).
