This position is located at the Rosebud Service Unit located in Rosebud, SD. This position is responsible for managing a comprehensive infection control, occupational safety and health and emergency management programs.

Duties

Leads the development of policies and procedures related to Safety Management, Fire Prevention, Hazardous Materials Management, Emergency Preparedness Management, Security Management, Equipment Management, and Utilities Management. Coordinate and collaborate with the Facilities Management and Infection Control Nurse in addressing conditions and activities involving the environment of care, infection control, emergency management and occupational safety and health. Independently conducts risk analysis surveys and incident investigations to identify and make recommendations for the correction of unsafe conditions for the patients, employees, and visitors. Participate in the review of construction projects that may impact the environment of care, infection control, emergency management and occupational safety and health. Responsible for the reviews, modifications and/or additions to include new requirements and identified hazards as needed to complete the facilities' All Hazards Emergency Operations Plans, including referenced annexes such as the Continuity of Operations Plan (COOP).

BASIC REQUIREMENT(S): OPM Link - Safety and Occupational Health Management Series 0018 (opm.gov) Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-12: One (1) year of specialized experience equivalent to at least the GS-11 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of Specialized Experience GS-12: Experience successfully addressing safety management requirements related to healthcare accrediting body requirements. Experience preparing for and meeting accreditation/certification standards, conducts risk analysis surveys and incident investigations. Plans, implements, and manages a comprehensive emergency management, occupational safety and health program. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
