Duties

At the GS-11 leads all aspects of the Wild Horse and Burro operations and procedures, ensuring that activities are consistent and comply with Departmental, Bureau, State and District Office objectives, standards, and policies. Screens prospective applicants per Federal regulation, completes placement paperwork, and conducts post compliance inspections Oversees and provides guidance on the health and care of untitled wild horses and burros, as well as handle the animals per policy, and standards. Coordinates events for animal placement within the district, plans and attends events, works with state officials, schedules local veterinarian services and identifies euthanasia services for diseased or injured animals. Maintains detailed records on untitled wild horses and burros shipped to events, placed in private care, compliance activities, animal death reports, and or returned to government care. Completes all data entries relative to the receiving, preparing, and disposition of animals. Establishes and maintains cooperative relationships with internal and external stakeholders, provides education on program goals, objectives, safety and standards, and addresses controversial issues with tact and diplomacy. Utilizes government owned trucks and trailers to safely transport wild horses and burros and equipment. Position requires long distance driving transporting horses and burros.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: 1. Incumbent must possess and maintain a valid commercial (with endorsements, including a class 'A' Commercial Driver's License, as required) for duration of appointment. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-09:You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: evaluating, handling, and working with large untrained livestock and or wild horses/burros; coupled with the ability to drive heavy duty trucks/trailers, and proficient in a variety of office procedures. Familiarity with standard animal husbandry practices. Experience in customer service to efficiently resolve concerns/complaints and public inquiries using professional verbal and written communication. OR, A master's or equivalent graduate degree, -or- 2 full years of progressively higher-level graduate education leading to such a degree, -or- LL.B. or J.D., if related. I will provide a copy of my college transcript(s). OR, You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11:You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: expert in animal husbandry practices, handling and evaluating wild horses and burros, ability to independently resolve complex issues, directs all aspects of an adoption event, as well as proficient in driving heavy duty trucks/trailers. Provides comprehensive customer service, efficiently handles contracts/agreements, effectively communicates with individuals and groups on aspects of animal husbandry, verbally and in writing. OR, a Ph.D. or equivalent doctoral degree, -or- 3 full years of progressively higher-level graduate education leading to such a degree, -or- LL.M., if related. I will provide a copy of my transcripts OR, you may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is carried out at the assigned District Office, the local off-range corral, or in the field. Incumbent must be able to lift corral panels weighing in excess of 105 pounds. Office work and public contact work will be taxing and mentally demanding. A high level of physical stamina is required. Work Environment: Work is performed in a typical office setting. Field work is performed at holding facilities, corrals, and in public venues (stockyards, fairgrounds, and corrals) where work involves 10-12 hour shifts, in dusty, dry, and less than sanitary conditions. Field assignments involve widely varying topographic and climatic conditions. Temperatures range from -20 degrees to over 100 degrees.
