The ODEO Branch Chief for the Equal Opportunity and Program Branch within the Policy, Programs, and Analytics Division, oversees and leads the program management of NASA's external compliance and adjudication programs, as well as policy and compliance functions of NASA's anti-harassment program.
Duties
Lead and participate in strategic planning, program evaluation and assessment, and continual development of policies and procedures governing External Civil Rights Compliance, Anti-Harassment, and Limited English Proficiency programs.
Research, adjudicate, and serve as an expert and advisor on case law, providing civil rights and EEO policy and technical support to Agency leadership on all aspects of current and emerging civil rights issues, laws, rules, regulations and case law.
Establish and maintain relationships with principal offices, program managers, government agencies, private organizations, elected officials, public, congress, and the media.
Ensure civil rights compliance through complaint investigations, proactive compliance activities, monitoring agreements, technical assistance and adjudication. Prepare legally sound reports of investigative findings, and provides recommendations.
Provide expert technical assistance and trainings to NASA funding recipients and subrecipients, NASA leadership and staff contractors, and other stakeholders regarding the application of Federal civil rights requirements and program-related matters.
Provide direction, guidance, and oversight to staff with respect to external civil rights enforcement activities and external civil rights compliance by programs or activities that receive financial assistance from NASA.
Oversee policy development and compliance of the Agency’s anti-harassment program.
Supervise and provide guidance and direction to a team of adjudicators, specialists, and support staff. Arrange for staff training and development and review all work for technical adequacy, quality, and timeliness consistent with ODEO priorities.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Enforcing and adjudicating civil rights laws, regulations, including theories, principles, practices, policy and the roles of federal and local government as applied to federally funded educational programs;
Conducting and/or supervising adjudicators and/or attorneys in investigating, adjudicating, and resolving program complaint;
Producing high-level analysis and evaluation of the effectiveness of programs performance using evidence provided by a variety of data and information sources.
