This position is located in U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Natural Resources Conservation Service (NRCS) in Alexandria, LA.
This position serves as resource conservationist responsible for providing technical assistance within the administrative areas on conservation easements. Organizes, facilitates, and executes activities to meet the needs of the state's programs to implement Farm Bill Programs.
Duties
Implements policies provided by the conservation provisions of the Farm Bill.
Reviews and prepares conservation plans and assessments using NRCS approved business tools.
Ensures consistency and efficiency in completing conservation easement compliance activities including on- and off-site annual monitoring, compatible use authorizations and violations of the terms and conditions of the easement deed.
Reviews, evaluates, and makes recommendations for improving the conservation easement process for easement application rankings, restoration, management, and compatible use authorization.
Assists in development of job sheets, guide sheets, training material, and information material on conservation programs as needed for distribution to field offices and partner staff.
Supports State Program Staff workload needs for all programs with a main focus on conservation easements programs.

Basic Requirement: This is an interdisciplinary position and applicants must meet one of the followingeducational requirements stated below to meet the Basic Requirements under the series in which they apply for this position to be considered. (You must submit transcripts)
Basic Requirement for the GS-0401:
Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit transcripts.
OR
Combination of education and experience:Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. You must submit transcripts.
BASIC REQUIREMENTS for the GS-0457:
Degree: Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. You must submit transcripts.
OR
Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-9
Specialized Experience for GS-09: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
Assisting with reviewing preliminary conservation easement applications and other documents;
Reviewing conservation plans using approved business tools; and
Entering conservation research and/or operational data into an automated system.

OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in soil conservation, biological sciences, natural resource management, chemistry or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
Preparing and interpreting preliminary conservation easement application and planning;
Providing training though meetings, conferences, and/or on-the-job training on conservation easement topics;
Recommending improvements to the conservation easement process; and
Assisting in developing job sheets, guide sheets, training material, and information material.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in soil conservation, biological sciences, natural resource management, chemistry or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
