Duties

Develops and maintains overall fire management plans for very complex organizations covering a variety of activities such as fire detection, fuels management projects, staffing requirements, pre-incident planning, etc. Makes or ensures inspections of the fire management organization and operations for compliance with approved plans, rules, and regulations. Coordinates strategic implementation of complex fire management activities in a rapidly changing environment for allocation of resources, equipment and aircraft. Responsible for long-range fire management planning activities. Directs the preparation and execution of annual budgets for fire management programs. Provides oversight during initial and extended attack fires and directs fireline activities and tactics of dispersed firefighters, resources, equipment, and aircraft. Directs suppression operations on large or complex fires as required by the severity of the fire or by the requirements of a particular fire.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • This position requires regular and recurring overtime and shift work.
  • You must be 18 years of age or older to be assigned to a hazardous position.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Unit Fire Program Manager (UFPM) - High Complexity. This position requires the following qualifications - Currency Not Required: Pathway #1: Held, or currently hold, the NWCG qualification or higher: Division Supervisor (DIVS), AND either Incident Commander Type 3 (ICT3), OR Prescribed Burn Boss Type 2 (RXB2). Pathway #2: Held, or currently hold, the NWCG qualification or higher: Air Services Group Supervisor (ASGS) AND Incident Commander Type 3 (ICT3). In addition to the IFPM selective factors applicants must also demonstrate the specialized experience below. At the GS-12 Level: One (1) year of specialized experience at the next lower grade level (GS-11) in Federal service. Examples include, but are not limited to: advising high level management officials on fire management planning at the district or state level or equivalent; reviewing wildland fire preparedness actions and operating plans; coordinating and implementing policy to support wildland fire management programs and operations. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions. Work Environment: Although work is generally performed in an office setting. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust create hazardous conditions. The nature of fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during fire assignments. The incumbent must exercise a variety of safety practices and precautions for the well-being of self and of others.

This position falls under the Wildland Firefighter Series, 0456. There are Individual Occupational Requirements (IOR) for this job series.

There is no substitution of education for experience at this grade level.
