You will serve as a LEAD MECHANICAL ENGINEER in the Lifting and Handling Technical Division Head (Code 710), Deputy Lifting and Handling Department (Code 701), Lifting and Handling (L&H) Department (Code 700) of NORFOLK NAVAL SHIPYARD.

Duties

You will be responsible for making recommendation to resolve issues, review local crane modification design changes, and evaluate process and procedure improvements to ensure reliability and efficiency is maintained on all Weight Handling Equipment. You will develop reports and maintaining records of department achievements and administrative information to present to the supervisor on progress of projects. You will define project scope and prepare engineering cost estimates for various mechanical projects for the purpose of securing project approval and funding. You will research, learn, and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products. You will assume responsibility and authority for the technical adequacy, accuracy, and timely execution of mechanical projects. You will provide instruction and coaching on how to prepare work instructions, alteration requests, schematic diagrams, wiring diagrams, and other related manufacturing/fabrication/assembly drawings, supporting calculations, and process instructions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to climb ladders and scaffold.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing instruction and coaching on how to prepare work instructions, alteration requests, schematic diagrams, wiring diagrams, and other related manufacturing/fabrication/assembly drawings, supporting calculations, specifications, and process instructions. Experience providing guidance and direction for mechanical systems related to shipyard nonnuclear Weight Handling Equipment (WHE) and nuclear/non-nuclear WHE, alteration, modification, maintenance, troubleshooting, and repairs. Experience developing plans and providing technical oversight over complex lifting and handling operations, repair, maintenance, and alterations of lifting and handling equipment. This includes monitoring, reviewing, and observing the efforts of engineers, quality control inspectors, mechanics, riggers, and electricians. Experience providing expertise for various equipment applications General Purpose Service (GPS), Special Purpose Service (SPS), Refueling Service) of cranes and associated equipment which includes project management, maintenance, and oversight of alteration of equipment, emergent equipment trouble calls, rigging and issuance, oversight, and concurrence of associated Technical Work Documents (TWDs). Experience establishing controls, and monitors and reviews work to ensure the work is accomplished in accordance with schedule, budget, and quality constraints. Experience applying engineering problem solving and decision-making methods and techniques, advice on work methods, practices, procedures and assist members in identifying a viable solution. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
