You will serve as a Supervisory Librarian (PHYSI & ENGR) in the Executive Directorate of NAVAL RESEARCH LABORATORY.

Duties

You will define, lead, and manage the Ruth H. Hooker Research Library program, which functions as the principal information resource for the specialized scientific and technical information required by NRL and ONR. You will maintain a broad understanding and cognizance of the premier technical and scientific literature available in the published information domains in both the United States and internationally. You will maintain and enhance the Library collections in both content and tools to meet the needs of the NRL and ONR Research and Development scientific and engineering communities. You will lead and direct the design, development, and implementation of systems that deliver information resources and services to both local and remote clients and researchers. You will direct the full spectrum of activities of a federal and contract staff working in the Library. You will direct the activities of subordinate managers to ensure continuity of effort and adherence to organizational goals and objectives. You will prepare the Library's multi-million dollar budget and supporting justifications based on short and long-range objectives. You will balance long term strategy with near term operations in the administration of the Library's annual budget, track expenditures accurately, make adjustments as necessary, and ensure continued support of the Laboratory's research program. You will plan, organize and host library forums, consortia meetings, seminars, professional conferences, and new technology/product demonstrations. You will determine work to be accomplished by subordinates, set priorities and schedules, and advise employees concerning performance requirements and keep them informed about their progress.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower Pay Band (NO-04) or grade level (GS-13) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Developing and managing a comprehensive research library program, utilizing a demonstrated knowledge of advanced information technologies and a wide range of scientific/ technical information resources, knowledge of federal and defense acquisition regulations, intellectual property rights and experience in negotiating with publishers, vendors, and information services providers; 2) Acting as technical authority on multiple library functions (e.g. collection development, acquisitions, database creation and maintenance, reference and research, organization and classification of information resources, and library automation systems integration and administration); 3) Managing library operations to include preparing a budget and plan for continued delivery of information services and resources; 4) Setting team priorities, distributing workload, and evaluating performance of junior colleagues to ensure efficient operations; and 5) Fostering working relationships with external professionals (e.g., federal agencies, and federal, state, and local libraries) to facilitate information discovery and sharing. Education

You must meet the basic education requirement for the GS -1410, Librarian Series with one of the following:
  • completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; or
  • have a total of at least 5 years of a combination of college-level education, training, and experience. The education, training, and experience established knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
