You will serve as a Human Resources Specialist in the Personnel, Policy, and Programs Branch of NAWCTSD ORLANDO.

Duties

You will provide advice and guidance to supervisors and employees in a wide variety of employee relations matters including but not limited to performance issues, disciplinary actions, grievances, and appeals. You will provide comprehensive labor-management advisory services to all levels of management in collaboration with the Labor Relations Officer. You will provide guidance on merit system principles, prohibited personnel practices, and other policies. You will explain the basis for classification decisions, document appeals, and advise employees and management on appropriate decisions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate For the DA-04: At least one year of specialized experience equivalent to the next lower pay band (DA-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Human Resources Specialist. Specialized experience must demonstrate duties related to the following: 1) Promoting effective employee management relations; 2) Advising management and employees on procedural and substantive aspects of disciplinary problems and grievances; 3) Assisting management in job analysis efforts to develop qualification requirements and evaluation techniques consistent with OPM qualification criteria and methodology for determining best qualified applicants with respect to regulatory and specialized skills requirements; 4) Advising management concerning the ramifications of classification actions on management problems and providing advice on the establishment of positions; and 5) Acting as a liaison with OCHR Operations Center to assist in hiring actions and employee concerns. For the DA-03: At least one year of specialized experience equivalent to the next lower pay band (DA-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Human Resources Specialist. Specialized experience must demonstrate duties related to the following 1) Advising management and employees on procedural and substantive aspects of disciplinary problems and grievances; 2) Preparing disciplinary letters such as letters of caution, letters of requirement, reprimand, grievance responses, and letters of suspension or removal; 3) Assisting managers with the processes and/or systems used to classify positions; and 4) Assisting management in job analysis efforts to develop qualification requirements, evaluation techniques, and hiring procedures.
