This vacancy is for a Supervisory Program Analyst position in the Associate Director for Communications located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Planning, leading, organizing, and monitoring program related projects to accomplish program goals and improving the organization’s performance.
Planning and managing human capital, the directorate’s organizational culture and health, and overall operations and program activities as well as staying current on developments and policies.
Implements strategies and techniques on business management, human capital management, acquisitions, and financial management to strengthen operational activities.
Identify, gather and interpret information, to implement action based on recognition of the issue, problem definition, and probable consequences.

Qualifications
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Managing program activities and operations; Implementing business, human capital, and financial management principles; Gather and interpret information to draft reports for senior management; Using change management principles, strategies, and techniques for planning, implementing, and evaluating change; And leading teams by assigning tasks, providing guidance and training, and monitoring employee performance.
Education: Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
Education
Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
