Duties
Serves as the Division Chief with full responsibility for the Division. Manages and directs the program operations, to include Receiving, Warehousing and Shipping.
Participates as the Subject Matter Expert in center-wide research studies involving operational problems, such as frustrated freight; receipt discrepancies and customer support elements that directly affect the distribution and storage operations.
Plans and coordinates program efforts with other internal activities that require interaction between work groups in the various trades in the division.
Determines the goals, approach, and managerial controls of the division. Devises solutions on problems that arise where there are no precedents, and which require modifying or developing new procedures.
Assists in employee development and provides coaching and training to branch chiefs as needed, for each section and monitors performance for additional requirements.
Compiles information received from multiple resources to identify root cause of adverse discrepancies and reports these findings and proposed resolution.

Qualifications
To qualify for a Supervisory Distribution Facilities Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides recommendations regarding the planning and coordination of the overall program objectives of the branch, to include the planning of immediate and long-range goals which align with the policies and procedures.
Conducts independent analysis used in resolving difficult issues and problems involving the identification of workflow problems.
Plans and coordinates program efforts with other internal activities that require interaction between work groups in the various trades in the division.
Recommends actions on major problems arising from conflicting directives, critical or emergency mission developments, recurring errors or operational problems and adverse inspector findings to the command.

Substitution of education may not be used in lieu of specialized experience for this grade level.
