This position is located with the Bureau of Indian Affairs, Alaska Region, Deputy Regional Director-Native Services, Supervisory Management and Program Analyst, Property in Anchorage, Alaska. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

As a PROPERTY MANAGEMENT SPECIALIST, your typical work assignments and/or responsibilities may include, but are not limited to the following: Provide technical oversight and monitoring to the property personnel by providing direction in properly acquiring, documenting, and tagging property in accordance with established property management procedures. Serves as the Region-wide Accountable Property Officer for all real and personal property at the Regional Office, Agency Office, and school locations. Serves as the Fleet Coordinator for Regional and Agency vehicle management program. Serves as technical advisor to agency staff in proper utilization, disposition of excess and unserviceable property, report of survey issues, transfers, reports of property as excess and/or sale to GSA, and donations to tribal organizations. Coordinates all space management requirements for the agencies in accordance with established property management procedures. Maintains tracking system for all reporting requirements; and responsible for the compilation and/or creation of various types of spreadsheets, reports, and supporting documentation for data collection and upward reporting.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-2001). GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). This experience involved analytical or administrative supply work involving property management operations, inventory management, motor vehicle management, real and/or personal property accountability, security, and distribution, utilization, acquisition of property or space and the disposal of surplus or excess property. OR EDUCATION: Ph.D or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. GS-9: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience includes applying a wide range of commonly applied property and supply management principles, concepts and methods, performing work involving the acquisition, accountability, utilization, inventory, and disposal of personal/real property; applying individual judgement and analysis, tracing sequences of transactions and providing management services for supply, personal/real property, directed sources of procurements, and interpretation and application of applicable regulations for compliance; OR EDUCATION: Master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); OR LL.B. or J.D., if related to this position. GS-07: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience includes providing technical assistance in supply and property management function, federal inventory management principles policies, and procedures; analyze, evaluate and develop improvement of inventory operations; utilize reports, form acquisition, manuals maintenance, storage of supplies and equipment for all security of property, supplies and facilities. OR EDUCATION: 1 full year of graduate level education OR Superior Academic Achievement (S.A.A.). SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
