The Information Technology (IT) Specialist provides support, guidance and expertise in various Information Technology (IT) functions. Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
Specialized Experience GG-07:
Introductory knowledge of information security to include, but not limited to, network security architecture, security engineering, data integrity, intrusion detection, encryption, security information sources, hacker techniques and tools and security review tools, vulnerabilities in operating systems and national security policies and regulations.
Elementary understanding of a variety of DoD IT management specialties and architecture for the purpose of integrating and leveraging standard and recurring projects and initiatives.Basic knowledge of the principles, methods and tools to assess the effectiveness and practicality of information technology systems and deal with ordinary and recurring problems
Standard knowledge of the principles, methods and procedures for installing, integrating and optimizing IT systems and components.
Rudimentary knowledge of systems lifecycle management concepts used to plan, develop, implement, operate and maintain IT systems.
Specialized Experience GG-09:
Experience and skill in applying IT planning and policy knowledge to requirements gathering, planning, implementing and communicating standard technical ideas, programs and processes effectively to customers, technical personnel, management and senior leadership.
Knowledge of architecture and design within the AWS Elastic Cloud Compute environment, including network design.
Knowledge of information security to include, but not limited to, network security architecture, security engineering, data integrity, intrusion detection, encryption, security information sources, hacker techniques and tools and security review tools, vulnerabilities in operating systems and national security policies and regulations.
Knowledge of the principles, methods and procedures for installing, integrating and optimizing IT systems and components.
Knowledge of systems lifecycle management concepts used to plan, develop, implement, operate and maintain IT systems.
Specialized Experience GG-11:
Understanding of a variety of DoD IT management specialties and architecture for the purpose of integrating and leveraging standard and recurring projects and initiatives.
Knowledge of the Agile Methodology and ability to apply project management principles, processes, procedures, planning and activity development using the SCRUM process.
Capability to conduct tradeoff analysis between different deployment techniques for cloud-based projects, including skill with server-less service deployment.
Experience with software development and new applications of IT, emerging technologies and how those applications may be applied.
Specialized Experience GG-13:
Experience and skill in applying IT planning and policy knowledge to requirements gathering, planning, implementing, and communicating complex technical ideas and often-controversial programs and processes effectively to customers, technical personnel, management and senior leadership.
Comprehensive knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring and evaluation so that baseline assessments, contingency planning and disaster recovery are accomplished.
Extensive knowledge of software development and new applications of IT, emerging technologies, and how those applications may be applied to agency mission and business processes.
Expertise in a variety of DoD IT management specialties and architecture for the purpose of integrating and leveraging projects and initiatives as needed.
In accordance with DoDD 8140.01/DoDI 8140.02, the position compliance requirement details are outlined in the Defense Cyber Workforce Annex. Any Information Technology/ Security certifications / education specified in the DCWF Annex as defined by DoD 8570.01-M/DoD 8140-M within six months of appointment date. The incumbent must sign a Statement of Understanding regarding the certification requirements and maintaining the appropriate certification is a condition of employment.

Education
If substituting education for experience:
For the GG-07 level, 1 Full Year of graduate level education.
For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
For the GG-11 level, a PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
