This position may be filled at either GG-07, GG-09, GG-11 or GG-13 grade level, please indicate the grade for which you want to be considered. As a Information Technology Specialist (APPSW) at the GG-2210-7/9/11/13 some of your typical work assignments may include:
The Product Owner leads or is part of a team of software developers with responsibility to provide strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management functions of modern, cloud-based PEO programs commensurate with grade level.
The individual will analyze and refine system and/or software application requirements and translate approve requirements into prototypes. They will write, debug, and maintain code for prototypes, pilots, and operational applications.
The individual will use their experience and skill in using computer programming languages (i.e. Python, C#, …etc.) and creating applications to enable a system to perform specific functions.
They may leverage their experience and skill with Business Intelligence (BI) platforms, business analytics techniques, and automated tools (i.e WebFocus) to perform assignments (as a minimum, the ability to use spreadsheets, graphics, communication applications and Geographic Mapping or Geographical Information Systems (GIS) technology and software).
The individual will advise management in the design, development, valuation, and testing of systems to meet Agency needs. Assignments vary based on the nature of software solutions and management requirements, but are characterized by having system-wide impact on the design, procurement, and implementation of major database driven systems.

Specialized Experience GG-07:
Basic knowledge of automated information business intelligence systems design, analysis, operation and management to function as an adviser for PEO operations.
Rudimentary knowledge and skill in regard to data acquisition, database architectures, standards and configurations.
Standard knowledge of system administration, integration and interoperability processes and procedures, software design principles and methodologies.
Elementary knowledge related to problem diagnostic techniques, toolsets, system performance metrics, monitoring and tuning concepts and practices.
Standard related to the resolution standard operational problems and the ability to ensure highly reliable, available and responsive server processing environments.
Functional experience and skill in using computer programming languages (i.e. Python, C#, …etc.) and creating applications to enable a system to perform specific functions.
Specialized Experience GG-09:
Knowledge of automated information business intelligence systems design, analysis, operation and management to function as an adviser for PEO operations.
Knowledge and skill in regard to data acquisition, database architectures, standards and configurations.
Knowledge of system administration, integration and interoperability processes and procedures, software design principles and methodologies.
Knowledge related to problem diagnostic techniques, toolsets, system performance metrics, monitoring and tuning concepts and practices.
Knowledge of the organizational processes, business practices, information needs and reporting requirements within the Agency to structure operational needs of IT.
Experience and skill with Business Intelligence (BI) platforms, business analytics techniques and automated tools (i.e WebFocus) to perform assignments (as a minimum, the ability to use spreadsheets, graphics, communication applications and Geographic Mapping or Geographical Information Systems (GIS) technology and software).
Specialized Experience GG-11:
Advanced technical knowledge and skill in regard to data acquisition, database architectures, standards and configurations.
Experience and skill in using computer programming languages (i.e. Python, C#, …etc.) and creating applications to enable a system to perform specific functions.
Experience and skill in applying IT planning and policy knowledge to requirements gathering, planning, implementing and communicating complex technical ideas and programs and processes effectively to customers, technical personnel, management and senior leadership
Experience and skill with Business Intelligence (BI) platforms, business analytics techniques and automated tools (i.e. WebFocus) to perform assignments (as a minimum, the ability to use spreadsheets, graphics, communication applications and Geographic Mapping or Geographical Information Systems (GIS) technology and software).
Knowledge of database security issues to include internet servers, web-enabled database applications, network security, security engineering, data integrity, forensic and legal information security and national security policies and regulations to assist in the development of requirements for the control and protection of classified information in automated information systems and networks.
Specialized Experience GG-13:
Comprehensive knowledge of database security issues to include internet servers, web-enabled database applications, network security, security engineering, data integrity, forensic and legal information security and national security policies and regulations to assist in the development of requirements for the control and protection of classified information in automated information systems and networks.-
Familiarity with commercially available products and subsystems that provide security features and other safeguards.- Advanced knowledge of software development processes and functionality to ensure that all DCSA networks are capable of supporting the mission and business and that all required storage and destruction policies are in place.
Advanced knowledge of the organizational processes, business practices, information needs and reporting requirements within the Agency to structure operational needs of IT.
Comprehensive knowledge of Federal Acquisition Regulations, technical terminology, procurement, contract services, and administration related to PEO cloud infrastructure and architecture objectives.
Comprehensible knowledge and skill in Agile Scrum processes, JIRA and Confluence utilities for software product management.
Knowledge of analytical methods related to the development of sound conclusions and recommendations.
In accordance with DoDD 8140.01/DoDI 8140.02, the position compliance requirement details are outlined in the Defense Cyber Workforce Annex. Any Information Technology/ Security certifications / education specified in the DCWF Annex as defined by DoD 8570.01-M/DoD 8140-M within six months of appointment date. The incumbent must sign a Statement of Understanding regarding the certification requirements and maintaining the appropriate certification is a condition of employment.

Education
If substituting education for experience:
For the GG-07 level, 1 Full Year of graduate level education.
For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
For the GG-11 level, a PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
