The primary purpose of this position is to serve as a command headquarters level senior program analyst, applying Air Force military rated aviator experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain assigned major command program(s).

Duties
Conducts activities for the center/wing Complaints Resolution (CRP) and Fraud, Waste, and Abuse (FWA) Programs, ensuring compliance with legal and regulatory requirements.
Investigates a variety of (Inspector General) IG complaints and FWA allegations, and documents the analysis, conclusions, and Findings.
Oversees the education and training program for commanders and base populace on their rights and responsibilities in regard to the Air Force Complaints Resolution and Fraud, Waste, and Abuse programs.
Assists with the execution of the Commander's Inspection Program. Provides training to the IGI personnel and the Wing Inspection Team (WIT) members on receiving complaints.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints process; Fraud, Waste, and Abuse disclosures; and the skill to apply this knowledge to a wide variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries. Knowledge of various military and civilian programs such as those concerning assignments, promotion, training, pay, equal opportunity/treatment, etc., and skill in applying analytical techniques to issues and customs encountered by the military and civilian work force and investigations of various kinds of complex complaints, inquiries, requests for substantive information.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, regulations, Executive Orders, court decisions, Uniform Code of Military Justice (UCMJ), and issues related to the IG complaints resolution process; investigative techniques, principles, and procedures to conduct a range of complex investigations of allegations of fraud, waste, and abuse or other complaints of wrong-doing or inappropriate behavior on the part of federal military and civilian employees.
2. Knowledge of the center/wing mission, roles, functions, organizational structure, and operations of DoD, AF, or other entities that govern, interface with, and/or influence the complaints resolution process.
3. Skill in planning and conducting interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed.
4. Skill in review and analysis techniques and methods to appraise assigned programs or projects; identify needs and solutions; monitor progress; and evaluate success.
5. Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to the Air Force complaints and investigation programs.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
