You will serve as a Telecommunications Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), Disaster Systems Support Division (DSSD) in Buffalo, NY. This position provides configuration, management and support for a cloud-based Voice over IP telecommunication system supporting the SBA Disaster Enterprise Programs.
Duties
As a Telecommunications Specialist at the GS-0391-11/12, some of your typical work assignments may include:
Acts as liaison between technical personnel, management, and vendors to facilitate detailed implementation of systems and proactively prevent down time or problems.
Works closely with the Network Administration Team to design telephone systems that integrate with existing IT networks to provide operating capabilities for accomplishing mission requirements.
Prepares or reviews Genesys Cloud services, and facility specifications. Monitors and resolves technical problems in the preparation of systems and/or facilities, the procurement and installation of Genesys Cloud Services and develops and conducts operational acceptance tests.
Performs staff level functions involved in long- and short-range planning. Participates in planning for future systems and capabilities, for the short-term, and/or for the long-term projections of requirements and technology needed to satisfy them.
Reviews and recommends specific kinds of communications security systems according to operating requirements, classification or sensitivity of traffic, agency policies and standards.
IMPORTANT NOTES:
This is a Permanent position, which is a competitive service status position with a full-time work schedule.
If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facility.
A valid driver's license may be required.

Qualifications
Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:
Maintaining telecommunication systems that integrate with existing IT networks to provide operating capabilities to accomplish mission requirements.
Conducting traffic analysis to measure traffic characteristics, quality of service, and how much equipment or services are actually required for communications systems or segments of systems.
Selective Placement Factor: This position has a selective placement factor for the GS-12 that requires candidates to have the Genesys Cloud CX Certification. Submit a copy of a current certificate with your resume.
GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:
Maintaining telecommunication systems that integrate with existing IT networks to provide operating capabilities to accomplish mission requirements. AND
Providing system configuration and administration of a Voice over Internet Protocol (VoIP) telecommunication system. AND
Conducting traffic analysis to measure traffic characteristics, quality of service, and how much equipment or services are required for communications systems or segments of systems.

Education

GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a related field;

Combination of Experience and Education: GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-12: There is no education substitution at this grade level.
