This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Information Technology Management to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as an IT Specialist (Policy and Planning), mission partner security cooperation specialist, and Department of Defense information networks (DoDIN) operations analyst located at USSOUTHCOM in Miami, Florida.

Duties

Assists in developing engagement strategies and aligning program objectives with USSOUTHCOM strategic objectives, and with facilitating mission partner environment (MPE). Ensures MPE C4/cyber efforts align with developing policy directives while maximizing interoperability at all echelons of command and across all planning horizons. Conducts analysis and prioritization of USSOUTHCOM MPE requirements, infrastructure policy and planning requirements, resource management, and implementation. Translates USSOUTHCOM's business needs into integrated IT roadmaps, strategies, and requirements for integration and implementation by the enterprise contract. Plans enterprise strategic initiatives for command components, OSD/Joint Staff, and other combatant commands (CCMD), services, and agencies. Provides upper management with updated doctrine related to strategic planning (i.e. Government Performance Act (GPRA), OMB Circular A-11, IT strategic plans, annual performance plans and reports, and Quadrennial Defense Review Report (QDR)). Oversees resource requirements and defines milestones, deliverables, and monitors activities for USSOUTHCOM MPE coalition systems supporting interoperability programs. Analyses, organizes, and evaluates complex information data systems/systems requirements and directs/performs the systems analysis and design of information system projects for initial of modified information equipment/systems Develops and promulgates quality assurance plans ensuring IT policies and procedures are consistent with current legislation and DoD, U.S. Army, and HQ USSOUTHCOM policies, directives, and procedures. Performs oversight of activities and products of organizations responsible for assessment of enterprise contract IT processes, plans, and operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring background investigation that includes contact with references, employers, co-workers, personal associates, review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Must obtain and maintain required certification/recertification IAW DoDM 8140.03, Cyberspace Workforce Qualification and Management Program dated 02/15/23, or updated version and/or additional guidance within 6 months of employment.

Basic Requirement for Information Technology Specialist (Policy and Planning): The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes managing a mission partner environment and communications interoperability, developing engagement strategies, aligning program objectives, facilitating interoperability with partner nations, interagency mission partners, and commercial industry partners; AND serving as a technical expert, mission partner security cooperation specialist, and Department of Defense information network (DoDIN) operations analyst for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
