This position serves as a Security Officer at the Veterans Integrated Service Network (VISN) office in Linthicum Heights, MD serving under the administrative direction of the VISN's Network Director or Deputy Network Director.

Duties

Duties to include but not limited to the following: The VISN Security Officer is responsible for providing advice, guidance and assistance to the Network Director, facility Police Chiefs and management officials on all aspects of security and law enforcement activities. Advises and provides guidance on security needs and problems; Interprets departmental security and law enforcement guidelines and policy to issue instructions on methods and procedures for application to VA facilities; Executes the VISN's Law Enforcement and Physical Security operations that involve planning, coordinating and evaluating the law enforcement actions or operations required to provide support for the complex requirements of healthcare facilities; Identifies consolidation and standardization opportunities to promote overall VISN efficiency and responsiveness; Participates in the acquisition of complex security systems, including surveillance equipment, photographic identification equipment, access control equipment, and alarms/covert investigative equipment; Performs other related duties as assigned. Oversee and assure unity of Police services and security operations into a single mission- focused Veteran-centric strategy. Ensures that all organizational programs and plans, based on new, progressive policies, are systematically integrated into an overall operational model. Establishes new approaches and cross-administration plans to advance and modernize Police services and ensure accomplishment of programs and projects in an efficient and effective manner. In collaboration with the department in the Office of Security & Preparedness, Police Modernization Office, the incumbent conducts extensive coordination and integration of work among all three VA Administrations and VA Police Services within the area, as well as with VA Integrated Service Networks (VISN) leaders and external federal, state, and local agencies and organizations. Participates in studies, surveys, and inspections designed to determine the effectiveness and adequacy of the VHA physical security program. Tracks survey findings and corrective actions recommends the creation, revision, refinement, or modification of policies and procedures as a result of those site inspection. Holds regularly scheduled conference calls frequently to review Issue Briefs, significant criminal investigations, personnel issues, staffing and/or system issues to share information, improve communication, brainstorm solutions and create standard approaches to common issues. Performs difficult and complex administrative investigations of mismanagement, conflict of interest, and/or unethical behavior and assists in special studies and cases involving misconduct of VA Police staff. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops, modifies and implements programs and systems to ensure the efficient execution of Police operations. Plans and conducts planned and unplanned evaluations of law enforcement and security programs enterprise-wide, as needed. Formulates methodologies and strategies for implementing physical security reviews to ensure compliance with security objectives, policies and procedures. Advises and provides guidance on security needs and problems, departmental security and law enforcement guidelines/policy and issuing instructions on methods and procedures for application. Performs difficult and complex administrative investigations of mismanagement, conflict of interest, and/or unethical behavior. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The position may be required to exert considerable and strenuous physical effort when the position conducts pre-assessments and may be called upon to defend themselves and members of staff, patients or the public against physical attack.
