This Commissary Management Specialist Senior Staff Action Officer responsible for providing technical commissary operating assistance to personnel on the HQ and Area staffs, and Zone Managers, as well as to personnel at individual commissary stores. Duties

Applies expert knowledge of commissary store operations in order to provide technical guidance to field level personnel in the identification, consideration, and resolution of issues or problems Using qualitative and quantitative techniques, gathers and analyzes a variety of operational information in order to determine programs, projects, or specific tasks which require management attention. Reviews and interprets regulations and directives which impact program areas to assist management officials in implementation, to recommend additional training necessary for effective implementation, and/or to recommend changes to improve understanding of the requirements and to increase the effectiveness and efficiency of work operations. Responds in a timely manner to day-to-day operational issues which may arise. Leads and/or participates on a team conducting staff assistance visits to individual commissaries Consults with other HQ staff personnel in the development or revision of Agency-wide operational policies and/or procedures. Serve as an instructor teaching commissary operations to area, zone, and store personnel. Acts as a project/action officer, advisor, and the Agency's central point of contact on issues relative to the COP. Facilitates program management of the push promotion forecast through the analysis of sales data through point of sale systems and scanning data applications with emphasis on fact-based selling and review of item performance; determines appropriate lift percentage and forecasts promotional quantities Determines the effectiveness of promotions through post analysis, and makes appropriate recommendations. Responsible for facilitating weekly pricing for all CONUS commissaries. Responsible for working with the DeCA HQ Logistics Directorate, manufacturers, brokers and distributors to identify and resolve supply service level issues/disruptions to minimize out-of-stock at store level and meet program level objectives. Serves as the functional focal point for all activity related to the Agency migration to a set of modernized, standardized business system increments. Business process and technology solution development includes a working knowledge of Enterprise Resource Plans (ERP), commercial off-the-shelf applications and government off-the-shelf application capabilities as they relate to supply chain management. Prepares and/or assists in program planning and requirements necessary for Grand Openings and Store Closures.

Qualifications

You must meet qualifications and requirements by the announcement closing date. Your resume must clearly show that you meet the qualifications (i.e., specialized experience) for the below grade level. At the GS-13 grade level, you can meet minimum qualifications only through having the required specialized experience. Specialized experience is written to the lowest equivalent grade level that meets the minimum experience requirement. What does this mean to applicants? Example: An applicant has one year of specialized experience at the GS-8 grade level and wants to apply for a GS-9. The GS-9 requires specialized experience equivalent to at least the GS-7. Since the applicant has specialized experience at a higher grade (i.e., GS-8) than is required (i.e., GS-7), the applicant may apply for the GS-9. Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management, and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: Managing a commissary store, supermarket, or similar type of commercial retail food store. Managing a department in a retail food store. Planning, standardizing, or controlling operations in an assigned group of retail food stores. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Qualifications One year of specialized experience equivalent to at least the GS-12 grade level. You must also meet time-in-grade and time after competitive appointment requirements by the announcement close date. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
