About the Position: This position is located in the Department of Clinical Research Review at Tripler Army Medical Center.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Advise prospective investigators on technical (and other regulatory criteria) and procedural requirements for protocol development.
Provide detailed briefings and guidance on preparing studies in proper format, with particular emphasis on volunteer agreements and other regulatory aspects.
Provide information and advice based upon personal knowledge, extraction of material from records and regulations or through contact of appropriate personnel.
Responsible for follow-up to ensure that all changes required by the committee are accomplished and the revised protocol is forwarded to the proper committee for final review.
Serve as a recorder and a non-voting member of the Scientific Review Committee and the Institutional Animal Care and Use Committee.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.

- This position has a requirement to lift up to 15lbs. in the regular performance of duties.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires a qualified typist (minimum 40 word per minute).
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes performing a variety of administrative support duties such as gathering and editing information to prepare reports ensuring proper format using an automated system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Health System Management, Nursing, Research Management or Clinical Coordinator. (Note: You must attach a copy of your transcripts.).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
