About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Serves on the Library Leadership Team and Information Support Team. Responsible for preparation and daily management of resource budgets designated to support the library mission in coordination with the Librarian. Administers Government Purchase Card program for library as approving official for appropriated funds and gift fund credit cards. Coordinates with library staff to highlight personnel projects and initiatives to prospective employees. Administers the Government Enterprise Business System (GFEBS) and other accounting systems for the library.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. -OR- B. A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes applying knowledge of the theories, concepts, and principles of librarianship to select, organize, preserve, access, and disseminate information. This work must demonstrate experience: 1) providing librarian services to support various library collections and/or collection development functions such as selection, acquisition, and/or de-accessing of resources; 2) identifying and/or evaluating information technology developments and/or their applications to support library services; AND 3) managing an organization's library budget and/or resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
