The primary purpose of this position is to to serve as the Technical Manager and perform a wide variety of technical functions in the support of assigned electronic systems/subsystems.

Duties

Under the direction of the single manager SM, SSM, or IPT leader perform duties involved in the acquisition phase. Under the direction of the SM, SSM, IPT leader, perform a variety of duties involved in the production phase of new or modified equipment. Under the direction of the SM, SSM, IPT leader, perform a variety of duties involved in the operational phase of equipment slash systems. Perform duties involved in the disposal of equipment from the inventory due to lack of contractor support, no longer needed, phase out due to technology improvement, etc. Perform technical review of work performed by lower graded equipment management specialists, as assigned, assisting in the resolution of the more difficult and complex problems, and providing guidance on other routine matters.

  • Shares in the responsibility for a sound industrial safety program. Is required to comply with all applicable safety directives. Unsafe conditions are to be promptly reported to the immediate supervisor.
  • The SM or SSM as applicable, will provide an annual appraisal rating input to the functional supervisor for consideration.
  • Foreign Military Sales (FMS) employee may be required to provide various technical functions and guidance to representatives of foreign countries, and or DoD components and commands

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and IOR Equipment Services Series, 1670. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes with help guidance and assistance, I have worked as a school mechanic or maintenance worker, sales of service engineer, or planner or estimator in a technical group dealing with manufacturer, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare part requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair, or production operation to determine the methods of improvement NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Have 1 full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-9 SPECIALIZED EXPERIENCE: : Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems: Examples of specialized experience includes: with little help, I have worked as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement; use the principles, concepts, and theories of equipment and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION: Have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Only education in excess of 1 full year of graduate level education may be used to qualify applicants for the GS-09 level. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement; using concepts, principles, and practices of an equipment specialist, or those concepts and principles characterized as requiring extended specialized training and experience, and applying this knowledge to difficult and complex assignments such as planning and conducting work that requires significant judgement in evaluating, selecting, and adapting precedents, and modifying procedures and criteria. OR EDUCATION: have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: have equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level; One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level; One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific weapon systems/equipment and skill in applying this knowledge to difficult and complex assignments. 2. Knowledge of and skill in total quality principles, practices, methods, and procedures. 3. Skill in identifying and analyzing complex technical problems and developing innovative solutions. 4. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician. 5. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
