Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the, Office of the Chief Financial Officer (OCFO), Controller Division in the Accounting Analytics and Reporting Unit (AA&R). The position reports to the Director of AA&R unit who reports directly to the Vice President Controller (VP Controller).
This unit is responsible for various financial and accounting reports that are prepared for EXIM management, other agencies, for government-wide financial reporting, and external private sector parties as well as international organizations. Reports and analysis include but are not limited to the financial statements, annual management report, Governmentwide Treasury Account Symbol (GTAS), Data Act reporting, Treasury report on receivables and reports submitted to international organizations such as the Organization for Economic Co-operation and Development (OECD).
Duties include, but are not limited to:
Ad-Hoc Reporting and Data Analysis: Serve as a functional expert on all OCFO-wide ad-hoc reporting initiatives, including reconciliation of EXIM's Fund Balance with U.S. Treasury, Governmentwide Treasury Account Symbol Adjustment Trial Balance System (GTAS) reporting, and Data Act. Perform testing, monitoring, and analysis of complex accounting transactions and data.
Policy Development and Compliance: Develop and maintain agency policies, operating manuals, and Standard Operating Procedures (SOPs) reflecting systems modifications and new procedures related to accounting and financial management. Ensure compliance with relevant legislative, regulatory, and accounting standards.
Financial Systems Management and Oversight: Support senior management in managing EXIM's financial accounting systems, including identifying process issues, proposing new process structures for efficiency and accuracy, and ensuring compliance with federal laws and regulations. Conduct regular performance evaluations and respond to audit reviews.
System Design and Improvement: Plan, design, revise, implement, and maintain complex financial accounting systems within the OCFO. Direct and provide expertise to a team involved in system design, development, testing, and deployment. Recommend policies and procedures to enhance EXIM financial systems in accordance with organizational and government-wide requirements, as well as balanced with system capabilities.

Qualifications
Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience in collaborating closely with the IT system support team, and providing valuable financial insights and requirements;
Experience in User Acceptance Testing (UAT) activities, ensuring alignment with financial needs and objectives;
Experience demonstrating communication and organizational skills for effectively coordinating with cross-functional teams and stakeholders in both the IT and finance domains;
Experience using the General Ledger in financial statement preparation, adhering to Treasury Reporting requirements, financial reports, and USSGL account reconciliation; AND
Experience applying the differences between direct loans and loan guarantees in assessing the financial risks and subsequent compliance of these transactions.
Education cannot be substituted for experience at the GS-13 grade level.
