You will serve as a GENERAL ENGINEER of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

You will interpret and provides guidance on Department of Defense (DoD) and Department of the Navy (DON) policy, procedures, and criteria regarding the development of facility master plans You will develop and/or review technical adequacy of existing and required facilities. You will participate in negotiations for and administration of contracted work efforts and develops statements of work (SOW) for contracted facility projects. You will advise in the selection of consulting Architectural and Engineering (A and E) firms performing feasibility studies. You will review the conclusions of feasibility studies and promotes integration of study findings into final plans for the programming of facilities. You will conduct a continuing survey and data monitoring to ensure contracts are conforming to current Navy and Defense acquisition regulations. You will conduct reviews of regional and area specific office needs and incorporates them in the NCIS Facility Master Plan. You will participate on contractor selection and fee negotiation committees. You will monitor performance from the perspectives of technical acceptability and adherence to schedules.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, reviewing, analyzing, and providing recommendations on the impact and relationships of different physical, economic, social, and functional elements of facility projects. Experience developing both short and long-range plans for special construction projects as well as military construction (MILCON) project documentation. Experience with facility plans and specifications to include all electrical heating, ventilation, air conditioning and refrigeration systems associated with projects. Experience developing or coordinating the development of necessary designs, specifications, and cost estimates, ensuring that designs are complete, professionally correct and within allotted construction budgets Additional qualification information can be found from the following Office of Personnel Management website: http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp.
