The position is located in the USDA, APHIS, Marketing and Regulatory Programs Business Services, Acquisition and Asset Management Division, Real and Personal Property Branch, Personal Property and Fleet Team. The Fleet and Equipment Specialist provides all motor vehicle management support services and fleet oversight for Marketing and Regulatory Programs.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Acquires vehicles; purchase own or lease it from General Services Administration. Registers newly purchased agency-owned vehicles in GSAFleet.gov, and coordinates with the programs to ensure records are updated as needed. Establishes fleet charge card accounts for newly purchased vehicles and performs credit card accounts maintenance to ensure vehicle details and accounting codes current and accurate. Prepares and assigns license plates to agency-owned vehicles. Notifies the programs and mails license plates. Coordinates with the programs to ensure vehicles are installed with telematics and added them in the Geotab database. Creates reports as necessary to monitor and ensure vehicles are equipped with telematics and services are connected. Tracks and updates owned and leased vehicles in the Fleet Management Information System. Troubleshoots and provides technical guidance/assistance on the Fleet Charge Card Program. Performs other duties as assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Assisting with the management of personal property and fleet management. Analyzing large amounts of data from spreadsheets (from programs such as Microsoft Excel) to present information and identify data discrepancies. Assisting with managing different data systems (e.g. GSA fleet automated systems, Fleet Management Information System). Working under pressure and tight deadlines to complete projects as assigned. Utilizing strong communication skills to draw conclusions and resolve problems. OR Master's or equivalent graduate degree with a Major study in- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
