The primary purpose of this position is to ensure optimal resource decisions are made and executed to ensure data and executed to endure data and information is applicable across the civil engineer activities. Performs preventive maintenance analysis and provides support to the Engineering Flight (CEN) on cradle-to-grave project execution. Additional duties as assigned.
Duties
Manages and executes Asset Management Plans (AMP) and /or Sub-Asset Management Plans (Sub-AMP) for entire installation.
Integrates and synchronies Operations Flight work force for Sustainment Management Systems (SMS) data standards, collection, and analysis.
Integrates and synchronizes Operations Flight work force for preventive maintenance (PM).
Integrates and synchronizes Operations Flight contract project development, review, construction, and integration, and warranty management pertaining to respective portfolio.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OPM Classification/Qualifications
SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.

OR
EDUCATION:
Successful completion of 2 years of post-secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities.
Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers.
Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions.
Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook).
Ability to maintain data use macros and formulas, pivot tables and charts, perform data analysis, and build effective presentations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
