This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Engineering Technician with DPW, responsible for developing plans and designs for a variety of projects.
Duties
Prepare plans, methods and specifications required for approved special projects involving maintenance, repair alterations or construction, in support of installation mission and tenant activities.
Analyze existing facilities to determine how they can best be adapted to the new system.
Prepare projects of broad scope and complexity for accomplishment through procurement activities.
Complete project evaluation for incoming work requests to include field investigations for work in progress, preliminary scope of work, and government estimate.
Develop manpower flow chart detailing how long job will take to design and what disciplines will be required.
Serve as a source of information on the project through the local procurement, contracting, bidding, and contractor selection processes after which the construction contract is turned over to others for accomplishment.
Prepare and modify specifications and other pertinent contract documents for various requirements type contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes 1) preparing contracting documents 2) managing construction and maintenance service contracts 3) addressing safety issues with contractors 4) preparing preliminary and final cost estimates for projects 5) Reviewing plans and specifications and construction blueprints prepared by architect /engineering firms or contractors and identifies and corrects minor discrepancies.
