As a Computer Engineer in the Management Support and Integration Office, Research and Engineering Directorate, you will serve as the Directorate Cybersecurity Lead. You will be responsible for coordinating, monitoring, and maintaining surveillance over Information Technology/Operational Technology (IT/OT) systems and cybersecurity posture to support critical technical capabilities for aerospace research such as power, propulsion, materials, and space communications.

Duties

Coordinate, monitor, and maintain the Directorate’s System Security Plans in accordance with the NIST Risk Management Framework and NASA’s Cybersecurity Policy, NPD 2810 and related Handbooks. Determine and obtain Authorizing Official’s Designated Representative (AODR) concurrence on the overall Directorate risk posture in conjunction with management and mission need input from Division technical leadership. Ensure Plan of Action and Milestones (POA/M's) and Risk Based Decisions (RBDs) associated with Directorate Security Plans are actively managed in a timely and efficient manner to minimize system risk balanced with acceptable resource limitations. Provide guidance and recommendations on IT/OT systems’ infrastructure, operations, data systems, and security in preparing requirements for new or complex research or engineering projects; advises stakeholders as appropriate. Keep abreast of IT/OT cybersecurity threats/vulnerabilities, and OCIO policies and activities. Advocate for improvements and efficiencies in Agency IT/OT cybersecurity processes and reporting/monitoring tools to the benefit of the Directorate. Coordinate with members of the Office of the Chief Information Officer (OCIO) to ensure alignment with Government and Agency mandates. Provide task management and oversight for cybersecurity and IT operations contract support teams, to include task order requests, coordination with contractor management as needed, Statement of Work definition, and performance assessment input. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Analyzing computer data systems and infrastructure to coordinate, implement, monitor, or maintain IT/OT security plans according to NIST Risk Management Framework (RMF); Utilizing data systems engineering principles and theories to design, operate, or manage complex research or engineering IT/OT hardware and systems in support of aerospace projects, programs, or systems; Applying computer systems design requirements, standards, codes, techniques, or practices to maintain IT/OT hardware and systems, including verification, validation, usability of systems, or enhancements to improve system security. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
