Located at the Pawnee Indian Health Center in Pawnee, Oklahoma, this position serves as the Chief Operating Officer and provides administrative assistance and support to the Chief Executive Officer. The Chief Operating Officer provides a variety of management services and administrative functions essential to the direction and operation of the Pawnee Indian Health Center. Incumbent reports to the Chief Executive Officer of the Pawnee Indian Health Center.
Duties
Analyzes, evaluates and monitors activities which has an impact on the delivery of health care.
Directly assists the Chief Executive Officer in managing and directing all programs under his/her supervision which include: Purchased Referred Care, Business Office, Facility Management, Finance, Material Management, and Information Technology.
Serves as a member of the Executive Leadership Team, participates in organization reviews with staff, compiling and reviewing proposed position and organizational changes that reflect the responsibilities of leadership as defined by Joint Commission, Area Office and IHS Headquarters.
Oversees the financial management services including Medicare/Medicaid and private insurance collection programs.
Manages and directs the development of policies and procedures.
Maintains and assures adherence to Indian Health Service policies, procedures and standards; Joint Commission guidelines and appropriate administrative policies and procedures, laws and regulations, standards and directives of the Pawnee Indian Health Center.

BASIC REQUIREMENT(S):
Individual Occupational Requirements
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Applicants must also possess:
Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector. Examples include active participation and contribution in top management discussions, decisions, and policy making; analyzing internal processes to make recommendations and implement procedural or policy changes to improve health care delivery operations; developing and implementing corrective action plans to solve organizational or departmental problems; exercising fiscal management responsibility by developing multi-departmental budgets, monitoring expenditures, and recommending reallocation of funds based on shifting program needs; participating in the development and implementation of both long and short term policies and plans for the health care delivery system by coordinating input from administrative and clinical services and preparing recommendations for higher level management officials; knowledge of business office functions and internal control processes to ensure the organization is compliant with rules governing third party collections; delegating authority to and providing program direction to subordinate managers in various administrative areas; and maintaining an awareness of available resources (personnel, space, equipment and funds), and advising higher management officials on the distribution of these resources.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
