The primary purpose of this position is: To execute the Joint Base (JB) installation's Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response program.

Duties

Develops procedures to fulfill requirements arising from new and modified plans from higher headquarter and other agencies. Serves in the JB Emergency Operations Center (EOC) and/or the Chemical, Biological, Radiological, Nuclear (CBRN) cell. Supports Emergency Management (EM) programs. Performs as emergency responder. Executes EM training programs. Complies with health, safety, and environmental rules and procedures and performs work in a a manner that enhances the safety of the work environment.

  • Must attend and successfully complete the Readiness and Emergency Management Apprentice and HAZMAT Level I course within 12 months or first available class date.
  • Employee is required to use all safety equipment and clothing provided by management.
  • The position requires the employee to work under adverse environmental conditions and falls under the Respiratory Protection Program.
  • Position requires the ability to discern color. contrast and depth.
  • Responsible for programs such as Government Travel Card (GTC) program and Government Purchase Card (GPC) program.
  • This is a Testing Designated Position. The employee is subject to random drug testing IAW AFI 44-107 dated 7 Apr 10.
  • This position requires an appropriate medical evaluation.
  • This position requires a pre-employment physical.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the health, safety, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; Federal Response Plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of special equipment. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; Federal Response Plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of special equipment Knowledge of analytical and evaluative methods and procedures and skills in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements. Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/ equipment. and decontamination; and standard storage methods and hazardous material classifications. Knowledge of and ability to develop EM training programs and conduct training and testing. Skill in planning and executing mobility programs; and planning, organizing, directing, operating and evaluating EM, CBRN, and HAZMAT programs. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations; and communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
