You will serve as a CIVIL ENGINEER in the Business Directorate of NAVFAC SOUTHWEST.

Duties

You will use computer aided design and drafting software (e.g., AutoCAD, civil design/analysis software, and SpecsInTact technologies) to prepare concept designs, final working drawings, and engineering calculations. You will review plans, designs, and construction phases to ensure projects remain in scope and funding limits. You will review engineering plans and specifications to ensure constructability and contractibility, compliance with applicable laws and regulations, availability, or suitability of specified materials, suitability of design for intended use. You will investigate and recommend corrective measures for difficulties or failures in existing facilities. You will identify design and construction deficiencies to recommend sound engineering solutions.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing civil engineering designs, design analyses, and calculations for conventional new construction projects and/or alterations to existing facilities and expertise with the use of the Whole Building Design Guide (WBDG), AutoCAD, SpecsIntact, and other civil engineering software; 2) Performing Quality Assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by architectural and engineering (A/E) design firms; 3) Performing technical administration of designs, design management, and coordination efforts with other engineers and architects involved in multi-discipline projects; and 4) Providing post construction award services (PCAS) including review and approval of contractor's submittals to determine that they conform to the requirements of the contract drawings and specifications. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
