Duties
As a Human Resources Assistant, GS-0203-07, you will plan, organize, and administer the military personnel program for the organization; serve as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.); provide authoritative advice and guidance to the commander and his staff pertaining to military personnel administration; keep abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning personnel and administrative activities; develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
- Participation in direct deposit is mandatory.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
Qualifications
AREA OF CONSIDERATION:This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT- For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

GENERAL EXPERIENCE: Must have administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level planning, organizing, and administering the military personnel program for the organization (National Guard); experience with personnel actions such as discharges, promotions, flagging actions, reassignments, reductions, awards and decorations, personnel evaluation reports, military code violations, LOD investigations/determinations, benefits.
