About the Position: This position is for the Assistant Secretary of the Army for Financial Management and Comptroller (FM&C) Deputy Assistant Secretary of the Army (DASA) Cost & Economics, Cost Review Board in Fort Belvoir, VA.

Duties

Applying and adapting standard principles and methods for operational research. Perform a broad range of studies and projects in areas relating to cost and economic analysis or costing of installation base operations support, infrastructure, and personnel. Provide recommendations regarding study guidance and tasking to study teams, senior leaders to ensure intent is met. Collect and analyze data, and recommend and defend findings. Develop cost and economic analysis methods for future use. Review the methodologies behind the cost and economic analyses used to make Department of Army decisions. Present technical briefings to key officials where clarity, accuracy, and concise articulation are vital to ensure understanding.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner BUSINESS - COST ESTIMATING (BUS-CE) certification within 60 months as of entrance on duty.
  • The incumbent must be able to obtain and maintain a Secret security clearance.
  • TDY up to 25% may be required.

Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You MUST submit a copy of your transcript with your application package or you will be rated ineligible. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS 11: To qualify for the GS-11 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-09): 1) Evaluating mathematical, statistical, econometric, OR other scientific methods to perform a variety of Cost or Data Analyses; 2) Assisting in Collecting, normalizing OR analyzing data to conduct economic analysis; OR 3) Assisting in the development of independent cost estimates (ICE) OR Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. (Note: You must attach a copy of your transcripts.) OR Have a combination of graduate education and experience (to calculate, add the total qualifying education as a percentage (described in B.) to the total the qualifying experience as a percentage (described in A.); the total percentage must equal at least 100 percent to qualify-transcripts are required). GS 12: To qualify for the GS-12 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-11):):1) Formulating, defining, OR interpreting scientific methods to perform a variety of Cost or Data Analysis; 2) Analyzing data to conduct economic analysis concepts and methodologies; OR 3) Developing independent cost analyses. GS 13: To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-12): 1) Provide guidance on mathematical, statistical, econometric, OR other scientific methods to perform a variety of Cost or Data Analyses; 2) Implementing cost OR economic analysis concepts for new applications such as standardized practices, processes, OR technical tools; AND 3) Reviewing cost analyses and independent cost estimates (ICE) to ensure accuracy. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsCost Estimation and AnalysisScientific ResearchTechnical Credibility GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
