This position is part of the National Archives and Records Administration. This position is located in the central office of the Office of Presidential Libraries (P). Serves with independence, receiving general direction from the Executive of P.
Duties
As a Management Analyst, you will:
- Perform as the budget analyst and financial planner for the Office of Presidential Libraries. Manages budget operations, including budget formulation and execution through coordination with the Executive of Presidential Libraries, senior management, and individuals across the organization.
- Prepare budget guidance. Review and analyze program proposals for compliance with financial regulations and policies and recommend to senior management and the Executive of Presidential Libraries appropriate actions.
- Utilize common budgetary methods and techniques, apply basic statistical formulas, and contrast/compare current and historical budget and program data for the same or closely related programs to accurately discern trends in spending and anticipate needs for funds or reprogramming actions.
- Serve as project team lead, responsible for providing ad hoc and recurring policy and planning, and communications for Presidential Libraries, including analyzing, reviewing, and making recommendations to the Executive regarding Presidential Library policy, programs, and procedures in areas that have agency-wide, or in some cases, government-wide and professional impact.
- Conduct complex reviews and perform special studies and projects related to financial, personnel, procurement, facilities management, and other administrative programs. Work with other National Archives offices and representatives on such matters as budget, personnel, procurement, travel, accounting, payroll, equipment, space and other facility-related areas, and other administrative matters.
- Provide supervision to specific P staff comprising the administrative support team.
- Serve as the office's internal control officer under OMB Circular A-123 and the office's financial control program under OMB Circular A-127.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Leading a team, program, or project; AND
- Analyzing program issues and recommending resolution actions in support of agencies and/or internal and external stakeholders; AND
- Reviewing and analyzing budget information
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-14, you must have been at the GS-13level for 52 weeks.
