The position is in the Veteran's Administration in the Research and Development Service. The incumbent will be fully responsible for ensuring database development, coordination, and technical management in a comprehensive research setting, providing day to day data management and the support for the VA Research Program. The position reports to the ACOS for R&D Service or designee and works independently in conformance with established practices and prescribed procedures.

Duties

This is a bargaining unit position. The initial application review cut-off for this job announcement is 50 applications. The first 50 applications received will be considered first. If management requests additional certificates, applicants will continue to be reviewed in groups of 50 in the order they applied. This is a 1 year 1 Day term appointment not to exceed 4 years. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. Specialized experience is defined as: management of a clinical research study/project in a healthcare setting; experience monitoring research study adherence to protocols and quality control parameters; revising and submitting research study documentation for review; qualitative and quantitative data collection relative to a scientific research study; monitoring and tracking research project timelines and performance metrics. OR Education: To qualify based on education for this grade level you must have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education beyond one year of graduate-level education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
