Duties

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Headquarters Second Air Force Directorate of Operations and Communications (A3/6) Technical Training Operations Center as Deputy. Serves in a key staff professional position as the top education and senior adviser to the Commander, Technical Training Operations Center, Numbered Air Force Headquarters commanding officer and staff. Provides leadership, advice, expertise, and guidance throughout the organization in the areas of instructional systems design, development, sustainment, training operations and management, organization and staffing, and student programming/scheduling and administration in support of Department of Defense (DoD) basic military training program, technical training program, directed expeditionary skills training support for Air Force Combatant Commanders within the full range of military operations, and training associated with Building Partnerships (language and culture training and other nation mission specific training). Plans, organizes, and oversees the activities of the Technical Training Operations Center, Operations Division. Exercises supervisory personnel management responsibilities. Serves as the top education advisor and senior management consultant to the Technical Training Operations Center commander, Numbered Air Force Headquarters commanding officer, and staff. Provides advice in formulating the broad educational and training policies of the basic military training, technical training, and expeditionary skills training programs and directs or leads broad studies that affect command and USAF missions, Sister Services and allied nations worldwide. Represents Headquarters Second Air Force with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series BASIC REQUIREMENT FOR 1750: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. Note: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. Knowledge of service testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of training systems and associated support equipment. Knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies and of standard acquisition regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Skill to devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current training systems and processes, and measure the effectiveness of program techniques. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
