Duties
As a/an Supervisory Review Appraiser, you will:
Be Responsible for assuring the timely and orderly completion of field reviews from HUD staff appraisers or HUD contract review appraisers to ensure the rendering of tactful, meaningful, and concise evaluations to the appraiser who prepared the Uniform Residential Appraisal Report (URAR) being reviewed. The incumbent is considered a management staff member who may personally perform field reviews on the most complex properties and performs duties related to the most controversial valuation issues. Recommend disciplinary actions or sanctions against appraisers who violate USPAP, or HUD program requirements as set forth in HUD handbooks and in the Code of Federal Regulations (CFR).
Determine acceptability of Condominium projects and provides for the maintenance of the list of Condominiums contained in the FHA Connection.
Provide technical support on consumer complaints on building construction and deals with the 518a and 518b repair program requirements.
Respond to mortgagees' questions on flood plains, well water testing, environmental issues, manufactured housing acceptance in FHA mortgage insurance programs, termite treatment requirements, and Builder Warranty programs.
Be Responsible for all architectural and engineering requirements regarding new and existing construction, the processing procedures, complaint inspections, escrow procedures and all issues related to the physical asset which secures the insured loan.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Working as a project or team leader that involves coordinating and integrating the work of others into a completed work product and includes working closely with others to resolve problems, coordinate activities, or to gain acceptance of a product or procedure; AND
- Appraising of single-family residential properties.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment
In addition to meeting specialized experience, applicants must have a State Certified Residential Appraiser License OR a State Certified General Real Estate Appraiser License. (You must submit a copy of your current state license and certification to be considered. Failure to submit this required documentation will result in loss of consideration for this position.)
