The primary purpose of this position is to serve as the Cultural Resources Manager. Provide professional expertise on cultural resources and Native American issues in all areas. Develop program policies, criteria, standards and budgets and ensure the continued operations of the mission while protecting and minimizing impacts on cultural resources.

Duties

Develops and provides NGB staff and ANG bases with definitive policy and guidance on laws directives, and instructions as they apply to the management of cultural resources and historic (archeological) resources and historical buildings) and Native American sacred sites and Traditional Cultural Properties. Develops the NGB Cultural Resources Management Plan and establishes goals and metrics with appropriate funding priorities. Oversees the preparation of, reviews and evaluates Environmental Impact Analysis Process (EIAP) documents for NGB and Air Force initiatives. Exercises program and project management responsibilities. Directs, coordinates and oversees work through the use of contractors or other United States Air Force (USAF) or Air National Guard (ANG) assets.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Archeology Series 0193 + IOR BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Education: 1. Degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. 2. Related Curriculum - Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed above (including archeological field school). OR B. Combination of education and experience- courses equivalent to a major in Archeology as described above, plus appropriate technical experience or additional education. OR C. Experience - Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes a broad professional knowledge of and skill in applying a wide range of Archeological, Cultural Resources or scientific theories, principles, concepts, standards, and methods to resolve unique or novel cultural problems, conditions, or issues; provide expert advice to leadership and/or agency officials responsible for broad program operations; and execute significant cultural projects affecting the welfare of the public and/or the sustainability of natural and cultural resources on the environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge federal laws, executive orders and implementing agency directives governing management of cultural resources, Native American issues, environmental impact analysis and geospatial information management. Knowledge of principles, methods and techniques of cultural resources management issues, especially as regards current DoD environmental programs, regulations, procedures and policies. General Knowledge of environmental planning, environmental law and engineering concepts. Knowledge of applicable Federal, State and local laws, regulations and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention and/or integration principles and practices; and health safety and security practices. Ability to communicate effectively, both orally and in writing, clearly concisely with technical accuracy. Negotiate complex issues; and establish effective working relationships with others. Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefings, papers or reports suitable for top management use and decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
